In this paper we argue that Lat. "omnis" is a Quantifier (Q), namely the head of the quantified nominal expression (QP), andis neither a determiner nor an adjective, but it takes a determiner phrase (DP) as its complement. In the course of the paper, we build some diagnostics to distinguish Q from determiners or adjectives in Latin. We also make some observations about the different kinds of DP complement selected by "omnis" and propose a hierarchy of heaviness of the complement itself which interacts with the movement of the DP to a Specifier position within the QP.
