The contrast between beauty and usefulness in their many facets falls into a competition scheme in which information and global models select the controls that then influence each other in the networks of local relationships. The desire to achieve the optimal is not in itself a pledge of success, and thus the model is not teleological, but nevertheless a certain improvement on the whole is obtained. The presence of different, at times conflicting, objectives forces the definition of optimisation functions that synthesise the opinions of the various stakeholders. Different subjects may assign the objectives different weights, hence political changes imply different lines of evolution for the system.
