The paper presents the Essays of Gozzer about international documents referring to the Italian context in the which saw the continuation of the reforms of compulsory education but the impossibility of modifying the systems of upper secondary education. In this moment of the history of the italian education system the quantitative transformations and the presence of new generations of teachers have enabled this period to be defined by qualified scholars as characterized by a change without reform.

Abstract
