The geographical proximity of the Friuli Venezia Giulia region to the international borders allows many local car drivers to easily cross the border, giving rise to cross-border fuel purchases. Since 1997, the regional government has enacted laws to counter these outbound flows, and recover a share of tax revenues paid abroad. This work aims to review what has happened so far, identifying the actors involved in the regional policies and some of their moves and counter moves, and highlighting the effects of the current pandemic. The analysis conducted here suggests the need for a new research project that takes into account the distance from the border and current residents’ habits, to assess whether a further change in regional legislation is needed.
