Un esperimento didattico integrato, orientato dal Diagramma al Progetto al Piano

Taking inspiration from some experiments conducted at the integrated planning laboratory of the Magistral Architecture Course of the University of Udine, we present the work carried out in the academic year 2018 2019 on an area north-west of the center of Treviso, characterized by large settlements of economic and popular building and large urban gaps between these and the private building in the area. The text describes the project areas and the methodology adopted, aimed at reversing the urban logic from the zoning that precedes the project towards a logic that develops a rough volumetric project of the neighborhood anticipating the plan. In particular, reference is made to the need to apply volumetric urban planning for large districts, with the aim of slow regeneration over time, trying to bring back to the city the volumes eliminated in rural areas that are inappropriate to these, characteristics of the spreading of building objects of the recent past. In this design experiment the adaptability of the project to the current regional and national legislation was verified. The project has been adapted to the Regulatory plan (PAT + PI in the Veneto region). To this must be added the research carried out to identify privileged areas for the landing of building credits, foreseen by the Veneto regional urban legislation to reduce sprawl and regenerate the urban peripheral districts. Traendo spunto da alcuni esperimenti condotti presso il laboratorio integrato di progettazione urbanistica del Corso di Architettura Magistrale dell’Università degli Studi di Udine. si presenta il lavoro svolto nell’anno accademico 2018-2019 su un’area a Nord Ovest del Centro di Treviso, caratterizzata da grandi insediamenti di edilizia economica e popolare e da consistenti vuoti urbani tra questi e l’edilizia privata presente nella zona. Il testo descrive le aree di progetto e la metodologia adottata, tesa a ribaltare la logica urbanistica dallo zoning che precede il progetto verso una logica che sviluppi un progetto volumetrico di massima del quartiere anticipando il piano. In particolare, si fa riferimento alla necessità di applicare progettazioni urbanistiche volumetriche per grandi quartieri al fine di una loro lenta rigenerazione nel tempo, cercando di ricondurre alla città le volumetrie eliminate in aree rurali ed improprie a queste, caratteristiche dello spargimento di oggetti edilizi del recente passato. In questo esperimento progettuale si è verifica l’adattabilità del progetto alla legislazione regionale e nazionale vigenti. Il progetto è stato adattato al Piano regolatore (PAT + PI nel Veneto). A ciò si deve aggiungere la ricerca svolta per individuare aree privilegiate di atterraggio dei crediti edilizi, previsti dalla legislazione regionale urbanistica veneta per ridurre lo sprawl e rigenerare i quartieri periferici urbani.
