The paper aims to analyse the conditionality regime introduced by the Recovery and Resilience Facility (RRF), which significantly affects the use of the financial resources allocated by the European Union in the framework of the Next Generation EU (NGEU) to contain the macroeconomic impact triggered by the Covid-19 pandemic. Based on this analysis, the idea, supported by some scholars, of the de facto «receivership» of the States receiving supranational assistance will be questioned, proving how it appears to be mainly distant from the actual dynamics of Euro-national recovery.

Abstract
