In a press release of 4 July 2022, the Governing Council of the European Central Bank (ECB) announced its intention to introduce new measures to integrate climate change into the monetary policy framework of the Eurosystem. This is an innovative, and controversial, decision that can only be considered within a broader framework: that of the process of enlargement of functions that in recent years has been affecting the ECB. In other words, the green innovation of monetary policy confirms that what the ECB President Christine Lagarde herself called in July 2021 on the outcome of the strategic review: “somewhat of a constitutional moment” is fully underway.
