Il paradigma dei Green Port nella governance multilivello

This article examines the seaports green transition phenomenon, through the analysis of the relevant law sources at the international, Eu- ropean and domestic levels. Particular attention is devoted to the evolving role of the Italian Port System Authorities, which have actually under- gone a metamorphosis from mere regulatory entities to active promoters of environmental and energy transition. The study reveals how the «Green Port» model develops through the interaction of three different policies, namely the voluntary adoption of qualified environmental management systems, the infrastructure investments supporting energy transition and decarbonisation as well as the implementation of technical compliance mechanisms backed by certification requirements and effective sanctions. The logical conclusion is that the ecological transition of seaports cannot but require the coordinated action of the public and private stakeholders involved in logistic processes, while taking into account the specific fea- tures of each individual facility
