The essay examines the role of the "Consiglio delle autonomie locali" within the Italian model of decentralized State, considered in a comparative perspective. The analysis is carried out through two main themes: the theory of representation and the system of sources of law. In the first perspective, the Author analyzes the Council's position with respect to the form of regional government. In the second relapse of his feature on the deliberative process and, therefore, on the type of regional sources of law. The paper ends suggesting an interpretation of the Council's role as an instrument of exploitation of local government in the regional context, since it reproduces, at a sub-regional level, the mechanisms of coupling of local interests in decision-making processes of the upper level, a mechanism usually used only within federal-State ralations in federal systems. Infact, if the Republic of autonomies finds its chief characterization in a multilevel structure governed by the principle of loyal cooperation, one should take note that the "game" played between the regional and local authorities is not less crucial than the "game" played between State and Regions. In this context, the Council is to acquire an essential role in defining, in a consistent manner, the peculiar features of the Italian model of decentralization.
